Patrick Kemper Highlighted Laws and Initiatives to Encourage Investment and Employment in Paraguay

Senator Patrick Kemper, president of the Committee on Industry, Commerce and Tourism of the Upper House, said he was satisfied with the progress and approval of projects linked to investment, income generation and employment, according to HOY Paraguay.
Among the points he highlighted, he mentioned the Carbon Credits law, which he authored and which has already been approved as national law. According to his statements, the regulation will allow the private sector and the State to generate resources to be allocated to investments in priority areas.
Kemper said that this regulation places the country in a benchmark position in this activity within the international market, while also providing legal certainty, income diversification for the private sector and foreign currency inflows that, he noted, can be reinvested in health, education and infrastructure.
He also indicated that the committee is working on changes to several articles of Law No. 4457/12 for micro, small and medium-sized enterprises, with the aim of expanding facilities and opportunities for entrepreneurs. According to him, the sector generates close to 80% of employment in the country and they expect to have an updated regulation next year.
In addition, the lawmaker said that the members of the committee carried out visits to producers, industrialists, companies and ventures in the interior and in the Central Department. He added public hearings, meetings with ministers, deputy ministers, ambassadors and union representatives, as well as ordinary and extraordinary sessions aimed at promoting initiatives to increase production and support the sectors that generate jobs.
In that context, he insisted on the need for a greater presence of the State and more support for private initiative.
