The opposition seeks a majority report in the Chamber of Deputies over delinquency as LLA holds back its bill

The Chamber of Deputies will enter a key decision this Tuesday on the bills linked to delinquency and household debt. The opposition is negotiating a common text in an effort to gather more signatures than La Libertad Avanza in the plenary session of the Finance and Consumer, User and Competition Defense committees.

According to Perfil, the opposition blocs are seeking to arrive at that meeting with a consensual draft that will allow them to obtain a majority report. At the same time, the government is preparing its own initiative on household debt, although it is keeping its final content under wraps.

Among the points that emerged from La Libertad Avanza’s bill are warnings to users, financial education, awareness campaigns and two-factor authentication mechanisms. On the opposition side, the proposal under negotiation calls for declaring a 180-day emergency, with the possibility of extending it for another equal period.

That text includes limits on nominal interest rates for credit cards and digital wallets, caps on certain expenses and fees, and refinancing plans of up to 36 months, depending on the amount owed. It also provides for eliminating punitive interest, while keeping the principal and compensatory interest.

In addition, the initiative targets the differentiated rates applied by digital wallets according to each user’s credit profile. On that point, it proposes giving Consumer Defense tools to request information on the algorithms used to define those conditions.

According to Perfil, the talks involve sectors such as Provincias Unidas, the Civic Coalition, Encuentro Federal and Argentina Federal, as well as Elijo Catamarca and Independencia. It also mentions among those involved Pablo Juliano, Nicolás Massot, Yolanda Vega and Bernardo Biella.

The parliamentary debate comes amid a rise in delinquency. The latest Banking Report from the Central Bank, corresponding to July 2026, placed the irregularity rate of financing to households at 12.9%, above June’s 12.8%. The irregularity rate for credit to the private sector was 7.7%, and for companies, 3.6%.

BAE Negocios added that one year earlier household delinquency stood at 5.6%. That outlet also reported that in July, delinquency on personal loans reached 16.7%, on credit cards 12.8%, on secured loans 8.1% and on mortgages 1.6%.

According to a survey cited by Noticias Argentinas and reproduced by Perfil, around 6 million people are in delinquency, understood as delays of more than three months. That same source indicated that between February 2024 and July 2026 the number of loans granted grew 8%, while the number of people in delinquency rose from 3.3 million to 6 million.

The outcome of the report signing will determine which proposal is in the best position to move forward to the floor and whether the majority the opposition is trying to build in committee can later be sustained in the Chamber of Deputies.
