Gustavo Villate outlined the official strategy to expand Paraguay’s digital integration
The minister of Information and Communication Technologies presented the Government’s agenda at a business forum to develop technological capabilities, improve connectivity and attract investment. He also pointed to data centers as an opportunity for the country.
The minister of Information and Communication Technologies, Gustavo Villate, took part in the Forbes Paraguay Future of Services Summit 2026, where he reviewed the strategy promoted by the Government to strengthen Paraguay’s technological capabilities, attract investment and gain ground in the digital economy and the international services market, according to MITIC Paraguay.
According to that agency, Villate joined a panel with Luis Ramírez, minister of Education and Sciences; Pablo Zabala, president of the Paraguayan Chamber of Outsourcing Services; and Carson Villalba, executive director of the Paraguayan American Cultural Center. The event was moderated by Santiago Zavattiero, editor-in-chief of Forbes Paraguay.
The meeting, organized by CAPASER in alliance with Forbes Paraguay, was held this Tuesday at the Central Bank of Paraguay and brought together representatives from the public, business and technology sectors to discuss the impact of artificial intelligence, digital transformation, customer experience and the export of services on the country’s competitiveness.
During his presentation, Villate argued that technological progress is both a challenge and an opportunity. In that context, he said artificial intelligence does not by itself displace workers, but rather deepens the gap between those who adopt these tools and those who are left behind.
According to MITIC Paraguay, the minister also opened the debate on the role the country should assume in the face of these changes: remain a technology user or develop its own capabilities to take part in different layers of the digital economy.
In that regard, he highlighted progress linked to connectivity and security to encourage new investment. He mentioned the expansion of 4G coverage, the rollout of 5G and the activation of low-orbit satellites since 2023 as resources to expand connection possibilities and reduce constraints stemming from Paraguay’s landlocked status.
Villate also identified data centers as a strategic opportunity, considering that Paraguay can join one of the key infrastructures for the functioning of artificial intelligence and digital services. He also said the arrival of industries with high technological demand could generate a scale effect that would drive a greater supply of capabilities and services in the future.
