The Chamber of Senators requested from the Central Bank of Paraguay a copy of the memorandum dated July 10, 2026 and signed by Fernando Rivarola, then head of Supervision. According to ABC Color, that document would be key to explaining the questions now being put to the central bank over its actions regarding Ueno Bank.

According to the newspaper, the Senate questionnaire suggests the existence of an operation for US$ 35,000,000 and G. 36,900 million, equivalent to around US$ 40 million at the current exchange rate, which would have been used to present as settled loans granted above legal limits to related companies.

Also according to ABC Color, the legislative inquiries mention transactions with firms linked to the same business group, including Mowi SA, Grupo M SA, Grupo Hendy SA, Tuiu SA, Franede SA and Aime SA Corredores de Seguros. The issue centers on whether the BCP applied the requirements set out in the regulations in the event of a possible breach of prudential limits, including the submission of a regularization plan and precautionary measures.

The outlet reconstructed that the alleged regularization would have consisted of an outright sale of delinquent and excess portfolio to Vinanzas SA, for more than US$ 35 million and G. 36,900 million. However, the Senate asked whether the funds used in that purchase were transferred the same day and without remaining in the borrowers’ accounts, as well as what traceability analysis supervision carried out.

ABC Color added that another line of inquiry focuses on the origin of the money with which Vinanzas SA would have paid for the portfolio. According to that publication, the questionnaire mentions the issuance and placement of bonds by Itti SAE and Grupo Vázquez SAE, acquired by Technoma SA and Factopar SA, and asks whether the Superintendency concluded that there was a genuine outright sale or indirect financing.

The note also says that the Senate requested explanations about the handling given to Rivarola’s memorandum, the opinions of the Legal Unit and the circumstances of the departure of the former head of Supervision, who was later transferred to the Financial Development Agency. In addition, the questions focus on the absence of corrective measures despite the concentration of public funds and Social Security Institute funds in Ueno Bank.

At the close of publication, ABC Color said it had been unsuccessfully seeking comment from Carlos Carvallo, president of the BCP, and Holger Insfrán, superintendent of Banks.
