The Government of Paraguay Offered Teachers a 5% Increase and the Strike Was Split

The Paraguayan government announced a 5% salary adjustment for teachers and the planned strike was partially defused, according to what was published by La Nacion Paraguay.

The decision was announced after a meeting between representatives of the unions, officials from the Ministry of Education and Sciences and the Ministry of Economy and Finance. Teachers had initially demanded a gradual 8% increase.

According to La Nacion Paraguay, six unions accepted the official proposal and four decided to continue the strike action on Thursday and Friday.

Education Minister Luis Ramírez led a press conference alongside union leaders to report the outcome of the negotiations. Later, President Santiago Peña posted on his social media accounts that the agreement includes a 5% salary adjustment starting in 2027.

Still according to La Nacion Paraguay, the increase will be paid in two parts: 2.4% in January and 2.6% in July, with a budget impact of USD 47 million.

Among the unions that accepted the proposal are the Federación de Educadores del Paraguay, the Asociación Paraguaya de Educadores, the Asociación de Docentes del Paraguay and the Agremiación de Docentes y Funcionarios de la Educación Paraguaya. By contrast, the Unión Nacional de Educadores, the Organización de Trabajadores de la Educación del Paraguay – Auténtica, the Organización de Trabajadores de la Educación del Paraguay – Sindicato Nacional and the Movimiento de Acción Sindical del Magisterio Paraguayo rejected the offer.

In addition, La Nacion Paraguay reported that leader Piris said a working group was also set up to address next year the professional base salary and the regulation of the teaching career.
