Paraguay’s Chamber of Deputies to open competition for 50 positions and review absenteeism complaints

The president of Paraguay’s Chamber of Deputies, Raúl Latorre, said at a press conference that a merit-and-aptitude competition will be opened to fill 50 vacancies in different positions within the chamber, according to HOY Paraguay.
According to Latorre, those posts were created following a reduction in trusted contracted staff. The lawmaker also said young people from across the country will be able to apply.
At the same presentation, he announced the start of a preliminary investigation into complaints of absenteeism in the positions. According to HOY Paraguay, Latorre said his administration will combat ghost employees and that those responsible will face disciplinary proceedings and sanctions.
After his remarks, the head of Deputies introduced lawyer Máximo Medina as the new director of legal advisory services and interim director of Human Resources, who was left in charge of providing further information.
Still according to HOY Paraguay, Medina said that the appointments of the so-called “children of” do not constitute nepotism because Latorre has no family relationship with the people appointed. He also said that this figure only applies when the appointing authority brings in a relative up to the fourth degree of consanguinity or second degree of affinity.
In addition, the official said no rule governing entry into public service was violated, arguing that article 63 of the budget law exempts the Judiciary, the Legislature and auxiliary bodies from that regime.
Regarding the absenteeism complaints, Medina said he had been instructed to act firmly against those who do not show up at their workplaces.
