Camilo Pérez Reported a Campaign Expense to the TSJE Far Higher Than Santiago Peña’s in the Colorado Primary

According to data published by the TSJE and reviewed by ABC Color, the candidate for the Asunción mayoralty reported expenditures of G. 2,367,369,549 in the ANR primary in June 2026. The figure also far exceeds what his rivals reported in that contest.

Camilo Jorge Pérez López Moreira filed before the Superior Court of Electoral Justice a campaign expense of G. 2,367,369,549 for his participation in the primaries of the National Republican Association held on June 7, 2026, in Asunción, according to ABC Color based on official records.

According to that comparison, the amount reported by Pérez is well above what President Santiago Peña declared on his path to the Presidency. Still according to the TSJE data cited by ABC Color, Peña reported G. 817,082,064 between the party primary in December 2022 and the general elections in April 2023. Of that total, G. 330,949,018 corresponded to the Colorado primary and G. 486,133,046 to the general campaign.

The newspaper also noted that the difference becomes more significant because of the scale of the electorate involved. While the 2022 presidential primary covered Colorado Party members in the country’s 263 districts, in the Asunción contest 129,987 members voted in a single municipality.

In the comparison with his direct rivals in the capital, ABC Color indicated, based on data from the National Observatory of Political Financing, that Senator Arnaldo Samaniego González reported G. 108,648,425. The other registered candidate, Daniel Centurión, did not report expenses, in a contest from which he ultimately withdrew to support Samaniego.

The publication added that the primary was surrounded by questions. Among them, it mentioned complaints from employees of the Asunción Municipality about alleged mandatory “transport” to campaign events, under the coordination of Jorge “Turi” Cappello, and criticism over the signing of a collective agreement announced by Mayor Luis Bello, which opponents linked to electoral purposes.

In addition, ABC Color recalled that in June ruling-party lawmakers blocked a request for information on the handling of funds from the Asunción 2025 Junior Pan American Games, organized by the Paraguayan Olympic Committee, chaired by Pérez.

In another section, the outlet said records from the Google Ads Transparency Center show that, between May 21 and 26, the Argentine firm Oranget Digital SAS ran four ads in favor of Pérez’s campaign. According to the report, that company is managed by Mariela Laura Sayago and José Ignacio García, whom it also linked to Azafrán SA.

Still according to ABC Color, Pérez had denied that Azafrán SA was working on his current campaign, although he acknowledged contracts from the Paraguayan Olympic Committee. The newspaper added that it tried to obtain his version on the volume of funds reported, but received no response.
