Foreign Minister Rubén Ramírez Lezcano spoke for the first time about his relationship with Argentine consultant Andrés Andy Rivas and said it is a personal connection, with no contractual relationship with the State.

In response to a query from Última Hora, the minister of foreign affairs said that Rivas is his personal friend and assured that he has no contract either with the diplomatic portfolio or with him. He also said they coincided at international meetings to which both were invited and that this does not imply an institutional link.

Even so, Última Hora reported that Rivas maintains direct contact with several government authorities, including President Santiago Peña and Vice President Pedro Alliana, and that he also had access to reserved meetings of Paraguayan delegations on the international stage.

According to that outlet, the consultant was presented as an adviser or counselor in official delegations during bilateral meetings in the United States. It also said that Rivas is the husband of prosecutor Irma Llano, head of the Specialized Unit for Computer Crimes of the Public Ministry.

The publication also noted that Rivas is a partner of Fernando Cerimedo. According to Última Hora, both worked together on presidential campaigns, including in Honduras.

In August, the Senate approved a request for information promoted by opposition lawmaker Rafael Filizzola to determine the possible ties of Andrés José Rivas to the administration of Santiago Peña and in what capacity he took part in official activities in Israel, Taiwan, the United States and other destinations.
