The mayor of Asunción, Luis Bello, announced this Friday the signing of the new collective bargaining agreement with municipal employees, amid political pressure and criticism less than three weeks before the municipal elections on October 4, according to ABC Color.
According to the mayor, the agreement seeks to provide “clear rules, security and peace of mind” to workers. He also said the measure aims to “put the house in order,” with defined rights and obligations.
According to information from the Municipality cited by ABC Color, the agreement seeks to harmonize the Collective Bargaining Agreement on Working Conditions with Law No. 7,445/2025, on the Public Function and Civil Service, which regulates aspects such as entry into the civil service, the administrative career and promotion within the public sector.
On behalf of the labor organizations, Alberto Gaona and Cándido Penayo, from Sitrama; Julio Rafael Fernández and Edgar Isaac Fernández, from Sinoema; and Gladys Galeano and Óscar Pereira, from Simuca, signed.
Among the criticism, the deputy for Asunción Johanna Ortega, from PPS, questioned the legitimacy of the signing in the middle of the election campaign and demanded that, if the mayor went ahead with the agreement, he pay for it “out of his own pocket.” In a message on X, she said it was a trade of favors for electoral purposes that, according to her, will ultimately be borne by Asunción taxpayers.
