The IACHR deemed the Paraguayan state’s agreement in the Feliciano Vera González case fulfilled

The Inter-American Commission on Human Rights decided to declare the Friendly Settlement Agreement in petition 1221-07 in the Feliciano Vera González case fully complied with, according to La Nación Paraguay. The decision was set out in report No. 181/26, through which the body ordered the monitoring of the case to be discontinued.

According to that outlet, the case is linked to the death of a 15-year-old boy who was illegally recruited to perform mandatory military service in 1990. According to Peralta, the facts constituted violations of the rights to life, personal integrity, judicial guarantees, special protection measures for children and adolescents, and judicial protection, as set forth in the American Convention on Human Rights.

Vice President Pedro Alliana, at the head of the Interinstitutional Commission for Compliance with International Judgments, welcomed the ruling and said he will continue working to fulfill Paraguay’s international commitments and strengthen the protection of human rights.

La Nación Paraguay also noted that the reparations measures were agreed in October 2024 through the signing of the friendly settlement agreement. Those measures, Peralta added, were established for the benefit of the victim’s mother and siblings and included satisfaction measures, primary and comprehensive health care, and compensation.
