Toledo’s Planning Councilor Questioned the New POM and Spoke of a Lack of Dynamism in the City

Toledo City Council Planning Councilor Florentino Delgado gave a negative assessment of his three years in office and said, in an interview published by ABC España, that he is not convinced by the new Municipal Land Use Plan currently under review.
According to what he told the outlet, he believes the plan starts from a “timid” premise and that its development is marked by strong interventionism and successive cuts that, in his view, end up leaving initiative at a minimum. He also argued that, in housing matters, he does not favor setting a rigid corset on the number of units, but rather creating conditions to build, develop economic activity, and promote commerce, industry, and logistics.
In the interview, Delgado described Toledo as a city that is especially complex to plan because of the dispersion of its neighborhoods and the restrictions affecting different areas. He mentioned constraints in areas such as Huerta del Rey, Vega Baja, La Peraleda, and Cigarrales, and said that the historic Old Town influences the rest of urban development.
According to ABC España, the councilor also defended the possibility of moving forward with construction in Vega Baja under certain criteria and questioned the fact that the environmental scope document casts doubt on more than 5,000 new homes because of flood risk. On the timeline for initial approval of the POM before May 2027, he said he could not guarantee it because of bureaucratic delays.
Delgado also said that Toledo lacks dynamism and modernity, and linked that situation to constant resistance to new urban planning proposals.
